Dr. Vegapunk, while researching the Ancient Kingdom and the Ancient Weapons, came to know about an infinite source of energy that not only powered the Ancient Weapons but was also one of the main reasons why the Ancient Kingdom was so technologically advanced. Thus, he decided to recreate it and named it the Mother Flame.

However, the resources to recreate something as big and powerful as the Mother Flame were quite limited, which is why Vegapunk was only able to produce a small amount of it in a special power plant specifically designed to create the Mother Flame. Thus, the only individual who knows how to create the Mother Flame is Dr. Vegapunk, and he would require the power plant to do so.

According to a theory posted by u/OatesZ2004 on Reddit, the origins of Mother Flame might have a tragic story behind them. The theory states that the Lunarians were the origins, as they have a similar flame on their back that gives them unlimited power and makes them invincible during battles.

The theory points out that when the World Government and the Ancient Kingdom were at war, the World Government was losing heavily, which is why they sent people to find an energy source that could help them win the war. As a result, they found Lunarians living on the Red Line, and they captured and extracted their flames to use them for their own benefit.

Therefore, they were able to win the war against the Ancient Kingdom. The theory is also supported by the fact that the only Lunarian who is seen in the entire One Piece is King, and he was also being experimented upon by the World Government (potentially Vegapunk). Thus, there is a possibility that the Mother Flame could be extracted from the Lunarians.
