Thanks to his actions at God Valley, Monkey D. Garp is acclaimed as the “Hero of the Marines”. In One Piece’s colorful and engrossing universe, he is a legendary figure who eloquently captures the Marine’s sense of justice. Garp was presented with numerous opportunities for advancement, but he declined them all to maintain his independence.
The Vice Admiral is the perfect example of what can be accomplished at the highest levels of authority with unwavering commitment, willpower, and a sense of justice. Garp’s legendary character has earned him the reputation of being one of the strongest marines in the entire One Piece series, and fans hold him in high regard as one of the most formidable figures in the series.
Although there are many other powerful marines in the series, almost none of them could stand up in front of the might of the Hero of the Marines. Even the admirals of the series who are insanely powerful will struggle to beat Monkey D. Garp.
1. Sakazuki
Sakazuki, who was previously recognized by his admiral alias Akainu, is the Marines’ current fleet admiral, taking over from Sengoku. The World Government’s Five Elders and the Commander-in-Chief are Sakazuki’s only six direct superiors, giving him complete operational command over the Marines in his capacity as fleet admiral.
As the current fleet admiral, Sakazuki is regarded as one of the strongest people on the planet, having been named the “Greatest Military Force” by the World Government along with his fellow admirals. Upon consuming the Magu Magu no Mi, a Logia Devil Fruit, Sakazuki gained the ability to create, manipulate, and change his body into magma, instantly making him one of the most formidable marines. However, even Sakazuki would not be able to fight and win against Garp who was the rival of the King of the Pirates Gol D. Roger. Garp could beat him easily.
2. Borsalino
Admiral Borsalino of the Marines is better known by his alias, Kizaru. Kizaru consumed the Pika Pika no Mi, a Devil Fruit similar to a Logia that gives him the ability to create, manipulate, and change his body into light. He can shoot laser beams, blind his opponents, and move, travel, and execute kicks faster than the speed of light, among other abilities.
Kizaru has extraordinary physical strength. With his ability to move at the speed of light, Kizaru’s melee attack style empathizes with extremely heavy kicks, making it easy for him to destroy entire buildings and render pirates helpless.
Kizaru also can make light-based swords thanks to his Devil Fruit. However, even with his devil fruit powers and Haki combined, Kizaru won’t be able to beat Garp at any cost.
3. Fujitora
Issho, a Marine admiral, is more commonly known by his alias Fujitora. During the two-year time gap, he was drafted into the World Military Draft. Fujitora can hold his own in battle against some of the most formidable characters in history despite being blind.
Fujitora gained the ability to control gravitational forces by eating the Zushi Zushi no Mi, a Paramecia Devil Fruit. This ability is mainly channeled through the admiral’s sword, and its range of effect can potentially cover large areas, even entire islands.
As demonstrated by his ability to both battle and repel strong blows from characters like Roronoa Zoro, Sabo, and Luffy, Fujitora also possesses exceptional swordsmanship abilities. However, he won’t hold up against the immense strength of Monkey D. Garp.
4. Ryokugyu
Admiral Aramaki of the Marines is more commonly known by his alias Ryokugyu. During the two-year time gap, he was also drafted into the military through the World Military Draft. Two All-Stars of the Beasts Pirates, King, and Queen, were easily defeated by Ryokugyu. After consuming the Mori Mori no Mi, a Logia Devil Fruit, Ryokugyu gained the ability to create, manipulate, and change his body into a plant.

He can grow plants quickly and give them the freedom to roam about. Against a group that included Raizo, Shinobu, Inuarashi, Denjiro, Nekomamushi, Kawamatsu, and Kozuki Momonosuke, Ryokugyu was able to prevail on its own and almost defeated them. But looking at the raw power that Monkey D. Garp possesses, Ryokugyu would not be able to hold up and would get easily defeated.
