Luffy’s most powerful form so far is Gear 5. The ultimate transformation of the Straw Hat was originally unveiled at the end of the Wano Country arc. He summoned his Devil Fruit to finally vanquish Kaido. Luffy is yet to discover the full scope of his abilities. However, his brief battles and a limited arsenal of tactics are sufficient to establish that the future Pirate King is now terrifyingly powerful.

1. Shanks
“Red-Haired” Shanks is the leader of the Red Hair Pirates and one of the Four Emperors who control the New World. Shanks, as one of the Four Emperors, is one of the four most powerful pirates in the world, as evidenced by his large bounty of 4,048,900,000 Berries, which is the most among the current Emperors. Shanks was able to reach the rank of Emperor despite losing one of his arms, and he is also the only member of the original and current lineup who does not have Devil Fruit powers. Being the one who inspired Luffy and also one of the strongest characters in the series, Shanks could easily beat Luffy even in Gear 5 form.

2. Gol D. Roger
Gol D. Roger, sometimes known as Gold Roger, was a legendary pirate who held the title of Pirate King as captain of the Roger Pirates and owned the legendary treasure known as One Piece. Roger was acclaimed as one of the greatest pirates of all time, if not the greatest, and was thought to be practically invincible in warfare. Even after death, he retains the highest prestige among all pirates as the Pirate King. Furthermore, unlike the rest of the world’s most powerful people, Roger never possessed any Devil Fruit abilities, making him even more extraordinary. He would destroy Luffy in a fight easily.
3. Whitebeard
Edward Newgate, often known as “Whitebeard,” was the captain of the Whitebeard Pirates and the “Strongest Man in the World.” At his peak, he was one of the few who could stand up to the Pirate King Gol D. Roger, fighting him for days to a draw. Whitebeard consumed the Gura Gura no Mi, a Paramecia-type Devil Fruit that granted him the ability to trigger earthquakes and generate tremendous shockwaves. This is considered the most powerful Devil Fruit power in the Paramecia class. Whitebeard, according to Sengoku, possessed the ability to destroy the entire universe. His overwhelming devil fruit powers would easily defeat Gear 5 Luffy.
4. Jaygarcia Saturn
Saint Jaygarcia Saturn is one of the Five Elders who publicly lead the World Government, and he is known as the Warrior God of Science and Defence. Saturn, as one of the Five Elders, the highest-ranking globe Nobles, is one of the World Government’s five greatest authorities, with unparalleled control over the globe. Saturn has consumed a Zoan-type Devil Fruit, allowing him to morph into a horned entity with a spider-like body and six legs. He is yet to show his full abilities but looking at him now he could easily beat Luffy.
5. Akainu
Sakazuki, formerly known by his admiral nickname Akainu, is the current fleet admiral of the Marines, following Sengoku. He was one of three admirals who debuted in the early part of the series. Sakazuki ate the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to produce, control, and convert his body into magma. His magma is exceedingly hot and highly explosive, making it well-suited for combat, allowing Sakazuki to burn, melt, and destroy anything in his path. In fact, of all Devil Fruits, Sakazuki’s is claimed to have the most attack strength. Sakazuki with his extreme power can beat Luffy in a fight.
