Monkey D. Garp is a really strong Marine, known as the “Hero of the Marines.” People respect him a lot because he’s super strong despite not even having a Devil Fruit power.
Instead, he’s got powerful Haki abilities. He’s famous for punching Don Chinjao so hard that it flattened his head and he can smash mountains with just his fists. Both Marines and pirates admire him. Even though he’s old, Garp still believes he could have taken down Akainu.
When Garp was younger, he faced a lot of tough opponents, earning him the nickname of a monster. He’s really skilled in all three types of Haki, and people in the story recognize how strong he is. His reputation is so high that he’s considered a living legend in the One Piece world.
Garp’s had a great career. He defeated the Rocks Pirates, caught Shiki, and played a big part in destroying part of Hachinosu. He even went head-to-head with Gol D. Roger during their prime. 3. Gol D. Roger
Gol D. Roger led the Roger Pirates and became the Pirate King by reaching Raftel, the final island. He was powerful and conquered the Grand Line, facing notable opponents like Shiki, Whitebeard, Xebec, and Garp.
Roger and Garp had many intense battles, with the outcome unclear, but since Garp never captured Roger, it suggests Roger was superior. Overall, Roger’s strength and achievements made him a legendary figure in the world of pirates.
2. Rocks D. Xebec
Rocks D. Xebec led the Rocks Pirates and was a major rival to Gol D. Roger, according to Sengoku. Despite not much being known about Rocks’ fighting skills, he was highly regarded by Kaido, who saw him as one of the few capable of defeating him.
Rocks also managed to lead a crew of powerful figures like Big Mom, Kaido, Whitebeard, Shiki, and Ochoku. The World Government considered Rocks a significant threat, and both the Marines and Roger Pirates had to team up to defeat him.

1. Whitebeard
Whitebeard was a famous pirate, who was once a part of the Rocks Pirates. After their defeat, he formed his own crew and quickly became well-known. His Gura Gura no Mi gave him the power to destroy the world, and he was skilled in using Haki.
Buggy, from Roger’s crew, said Whitebeard was the only one to match Roger. In a flashback, the Roger Pirates fought the Whitebeard Pirates for days.
Oden, who overpowered Kaido, was sent flying by Roger, while Whitebeard equaled Roger’s power. Garp even called Whitebeard “The King of Seas.” It’s clear Whitebeard could have beaten Garp in a fight to the death.
