He was alive during Wano’s ‘Country of Gold’ era. Shimotsuki Ryuma is one of three One Piece characters who could defeat Rocks D. Xebec. The latter’s power is still unknown, but he is one of the strongest in One Piece, so defeating him will not be easy. Even though it would be a long fight, Ryuma would come out victorious.

Ryuma is known as Sword God, and due to his numerous battles, the sword permanently turned black by coating it with Haki. He also mastered the Ryuo, which is the advanced form of Busoshoku Haki. Imu-sama sits at the top of the World Government. The Five Elders, who control all the Government facilities, report to him directly. Imu-sama sits on the world throne that was abandoned 800 years ago. While not much is known about the mysterious character, he is shown to despise Monkey D. Luffy and his comrades. If Rocks D. Xebec faces Imu-sama, the latter would be the winner.
The five elders have powerful Devil Fruits, so naturally, Imu-sama’s power should surpass them. The mysterious character is shown to be cruel and merciless and can destroy islands within seconds. There was an Imu during the Void Century, and if these two are the same person, then it would mean that he has been alive for more than 800 years. He could potentially hold devastating powers, master Haki, and have gained experience from the past 800 years. It grants him the power to defeat not only Rocks D. Xebec but any individual.
1. Joyboy
Joyboy is the former recipient of the Hito Hito no Mi Model: Nika. He lived during the Void Century, which was 800 years before the current One Piece timeline. His character remains a mystery since nothing is known about him. He left details of his journey on the poneglyphs, and Zunesha was one of his comrades. Joyboy is considered to be one of the most powerful beings in One Piece’s history. He was the first one to awaken Gomu Gomu no Mi’s true power.
Even though Monkey D. Luffy is not strong enough to defeat Rocks D. Xebec with his newfound powers, Joyboy is the opposite. He mastered his Devil Fruit and had experience that would give him the upper hand against Xebec. Theories suggest that he belonged to the Buccaneer race since Imu-sama was seen to preserve a large frozen Strawhat in his chamber. Being the recipient of such power, he is also believed to have mastered all types of Haki, which places him ahead of Rocks D. Xebec in power levels.
