The themes and setting of both of these franchises go hand in hand; the world has been left in ruins after the catastrophic chain of events of dropping bombs during a nuclear war that shook the world to its core.
Perhaps Activision and Bethesda Game Studios thought it would be best to make this crossover work despite the different settings, timelines, and whatnot. Players can come up with different head canons, believing both game series come one after the other and they are bridging the gap between events.
Small details can make a massive difference, and including the meme is a testament that the developers are observant. Not everyone will get or appreciate this reference, but it is still there regardless.
Perhaps Activision will start to make more creative Easter eggs and references as the collaboration event is ongoing and for players to discover.
