If the Gorosei were the world leaders, they could have eliminated Luffy anytime. But they never acted upon it even after knowing Luffy’s secret and the threat it imposed on them. Many believed that Eiichiro Oda was using plot armor to protect his protagonist, but this is not the case at all.

According to a One Piece fan, Luffy has not only been a threat to them before unlocking Gear 5 mode, but the Gorosei have tried almost everything to take him down but could never succeed.

Luffy’s Existence Has Been A Threat To The World Government

Ever since Luffy embarked on his journey to become Pirate King and find the One Piece treasure, he has been posing as a hindrance to the plans of the World Government. He has taken down every pawn that the World Government has placed to maintain their control over the One Piece World.

Also, he has been protecting Nico Robin, who is literally considered a demon child by the World Government. She is the only one who can read the Road Poneglyphs and uncover the truths that the World Government is hiding. Be it the Water 7 arc, Enies Lobby arc, or Egghead arc, Luffy and the rest of the Straw Hats have not let the World Government lay their hands on her.

And now, Luffy unlocking Gear 5 has posed an even bigger problem for the World Government, as it is the key to finding out the secret of not only Joy Boy but the entire Ancient Kingdom that was wiped out during the Void Century. As of right now, taking down Luffy and his crew should be the first priority of the Gorosei and the World Government.

The Gorosei Have Been Chasing Luffy For a Long Time

While it may look like the Gorosei have only recently become active against Luffy and the other Straw Hat Pirates, if the story is given a closer look, fans will understand that they have been trying to capture or destroy Luffy since the Alabasta arc. The Alabasta arc was the first time Luffy was noticed by the Five Elders as he defeated one of the Warlords.

Ever since then, the Gorosei have tried everything in their power to stop Luffy. They have launched a buster call on him (Water 7 arc) and ordered two warlords to defeat him (Thriller Bark arc).

Sent an admiral to capture him (Sabaody Archipelago arc), and finally sent the CP0 agents to not only kill him but also apprehend Nico Robin (Wano arc).

Thus, when all of their plans failed and Luffy was getting too close to the truth, the Gorosei decided to take matters into their own hands and finally put an end to Luffy’s adventures. But even then, Luffy and his crewmates’ might is much stronger than the Gorosei’s attacks, and they won’t be able to take him down so easily.
