Monkey D. Garp is called the Hero of the Marines, and for good reason. In his career, he has fought several deadly pirates, and not having a Devil Fruit does not stop him from being one of the strongest characters in One Piece.

In order to use Galaxy Impact, Garp infuses his fist with Conquerer’s Haki as well as Armament Haki. He then delivers a massive shockwave punch that can devastate an entire radius and anything that stands within its range. The attack was first featured in chapter 1080 of One Piece when Monkey D. Garp used it against Fullalead. His usage of the Galaxy Impact actually destroyed an entire surrounding town in a single blow.

Garp didn’t even physically touch the area; instead, he was in the air, quite far away from his target area. His immense Haki still managed to destroy the land beneath him.

Shanks’ Divine Departure, on the other hand, is more focused than Galaxy Impact. Shanks used this power against the Kid Pirates, and with one single motion, he was able to eliminate their threat as well as defeat Kid. Shanks coated his sword in Conquero’s Haki and unleashed a blast on Kid, and this blast was so powerful that it destroyed Kid’s railgun.

While both Galaxy Impact and Divine Departure are powerful techniques, one must prevail over the other. To determine which one is stronger, one must first examine their power, range, and radius. Both Divine Departure and Galaxy Impact don’t need physical contact to cause damage and can be used from a distance.

While Galaxy Impact has a bigger radius of damage, Shanks’ Divine Departure is more targeted. However, as far as portrayal in the manga goes, Garp’s attack seems much more powerful simply because he could destroy an entire region with one air punch.

Garps is at the decline of his age, and he has admitted so in the manga. His Galaxy Impact might have been even stronger during his youth. Shanks, on the other hand, could have used a smaller target area for Divine Departure specifically to take out Kid. Thus, the real potential of both techniques is unexplored.
