During an interview, actor Ahmed Best spoke about what balance means as a concept within the franchise. The Jar Jar Binks actor explained what Lucas had in mind when he devised the idea of balance and why it isn’t as superficial as most fans assume it to be.
This is from him, not from me. Everybody thinks that the balance is the light side and the dark side, that’s not the case. The light side is balanced, the dark side is out of balance.

Star Wars Fans Have Had a Common Misconception about Balance in the Force for Decades
For decades, fans of the franchise have believed in the idea that the light and dark sides of the Force represent good and evil. Lucas himself has stated as much on several occasions while explaining the framework of the Force as a concept.

However, this interpretation of the concept has led to the misconception that the two sides of the Force need to be in equilibrium for there to be balance in the mystical energy source. Meanwhile, Lucas’ viewpoint explained by Best, adds a deeper layer to the idea of a push and pull between two opposing ideas.
As Best explained, the light side of the Force is already in balance while the dark side is unbalanced. The latter is fueled by greed and anger, which naturally unbalance an individual’s emotions. In contrast, the Jedi, who are in complete control of their emotions believe in the light side, thereby being in a stage of balance with the Force.
