For newbies who don’t get it, the fan is referring to the pigeon that used to be with Rob Lucci. The bird seemed quite intelligent, as if they were a real human. Moreover, after the return of Lucci during the Egghead Island arc, the pigeon was missing.
Since Cipher Pol is a very cunning organization, that gathers information in every possible way, it is quite convincing that the character can be that very pigeon from CP0.
