Hazzikostas said that the main goal was to design Hero Talents in such a way that it enhances class fantasy rather than overhaul it.

He further explained that each talent tree starts with a keystone talent, which typically includes an active ability or a significant transformation of existing abilities. Then at the end of the talent tree, a capstone talent further refines the effects of the keystone.

Hazzikostas then acknowledged adding various active, gameplay-altering talents could lead to a complex system that doesn’t help new players understand the game in one glance. His specific words were:

I think that if we set out to add 10 active or gameplay-changing nuanced things for everyone, that would be pretty overwhelming in aggregate. So our goal here is just focused flavor, fantasy, power, some new utility or throughput depending on what kind of spec you are.

This shows that the developer team is taking the task of balancing responsibly to enhance existing class mechanics rather than completely redefine them. The game offers 39 specializations across 13 classes, so the designer wanted to offer meaningful enhancements without creating a convoluted web of abilities that might deter players.
