The best guess would be Rocks D. Xebec since his face has not been revealed. Another possibility is that it could be JoyBoy, the first pirate ever to sail the seas. The mangaka mentioned that he had never drawn such a character before and wanted to draw him. Apart from his identity, many believe him as One Piece‘s protector. The character might reveal every mystery there ever was.
Apart from the eye-patch pirate, there is also an individual with a burnt scar. They both could be the same person. The scar could be why he lost his eye and is wearing an eye patch. The burnt scar individual is said to have the last Road Poneglyph. It is something that Monkey D. Luffy would need to reach Laugh Tale. He could guide the Straw Hat Pirates to the final island.
With various theories on the last Road Poneglyph, the individual would have to be a superhuman to protect it. Fans are not discarding the entire superhuman idea since Eiichiro Oda can do anything. Moreover, the mystery keepers are often the most powerful individuals.
The Final Saga Will Reveal Every One Piece Mystery
Eiichiro Oda has a habit of foreshadowing situations. He has done it multiple times in the past. A common perception is that pirates will have an eye patch, a wooden leg, a hook for a hand, and a parrot on their shoulder.
