According to the spoilers, this character is someone who looks like another Figarland listening to the broadcast. This proves that the character is a swordsman, and the fact that he is from a noble family makes him a possible enemy of the pirate community in One Piece.
There is a great chance that the character might be a part of the Holy Knights, the official law enforcers of the Holy Land, Mary Geoise.
However, the One Piece fans have pinned him along with Mihawk and think that he might be connected to Mihawk’s past.
