As reported in MCU: The Reign of Marvel Studios, when Captain America: Civil War entered its pre-production phase, there was a lot of back and forth between the current Marvel Studios president and former Marvel Entertainment Chairperson Issac Perlmutter. This was, in turn, hurting the creation of the film.

Being a member of the Creative Committee in the past, it was reported that Perlmutter, along with many other executives, wanted to change the epic Team Captain Vs. Team Iron Man confrontation to something else entirely. Their reason was that they assumed no one from the audience would want to see superheroes fight each other, especially not The Avengers.

But this was something that was crucial for not just the film, but the MCU as well. Therefore, due to this excessive intervention in the creative expression of the filmmakers, Joe and Anthony Russo gave the ultimatum that Marvel could either let them create the film how they wanted, or they could just leave the project entirely. Thankfully, Marvel Studios went ahead with the prior choice.
