Ever since One Piece started, the Navy has been portrayed as an evil organization that is trying to take away the freedom of the pirates. This is mainly because the main crew of the series, the Straw Hat Pirates, have not had many good interactions with them. Thus, when the higher officials of the Marines were introduced, they were automatically deemed as villains.

Be it the Vice Admirals or the Admirals, most of the characters that are a part of the Navy have a negative image, and Eiichiro Oda might need to bring a big twist to rectify this. Until then, fans would treat them as antagonists. And among the Navy, the biggest villains as of now are the Fleet Admiral and the Admirals.

Every Navy Admiral is portrayed in a different image. But the one who is being considered the worst is one of the main antagonists of the Egghead Island arc, Borsalino Kizaru. His actions during the Egghead War have made him look like he has the most evil mindset within the former Admiral trio.

Admiral Kizaru’s Actions During The Egghead Island Arc

As the events of the Egghead Island arc started, Admiral Kizaru was asked by Saint Jaygarcia Saturn, one of the Five Elders, to sail towards the Future Island and assassinate Dr. Vegapunk for researching the Void Century. Although Kizaru was a little conflicted, he started his journey towards Egghead and was met with Sentomaru and the rest of the Straw Hat Pirates.

Kizaru took no time in defeating Sentomaru and taking control over the Pacifistas. However, his next opponent was Luffy, who managed to beat the Admiral. Later on, when the battle was in full throttle with Saturn’s entry, Kizaru once again tried to fight Luffy but failed.

Ultimately, the battle reached a point where Kizaru saw an opportunity to kill Dr. Vegapunk and took it without even thinking about it. Thus, he accomplished the orders given to him, but along the way, he lost one of his best friends who was with him for a long time.

Kizaru’s Endeavors in Egghead Makes Him The Worst Admiral Villain

Although Kizaru was seen crying in the recent chapter for killing his best friend, it still makes him the worst evil character in One Piece. This is because his conflicting thoughts as Vegapunk’s friend didn’t stop him from completing his duties and following the orders.

In the case of Kuzan, he only became a villain recently when he joined the Blackbeard Pirates, as he refused to follow the principles of the Navy anymore.

Akainu, on the other hand, has been portrayed as evil because of his justice and his need to remove every pirate from the One Piece world.

However, Kizaru never had any perspective towards which side he was supposed to lean on. He just followed orders no matter how wrong they were and even went to the lengths of killing his friend for antagonistic reasons. Thus, it makes him the worst Admiral villain in One Piece.
