Since the release of Bloodborne PC, players have been continuously asking for a PC version of the game, and the answer is always the same: Sony has to make that possible; the rights to the IP belong to PlayStation. There is no other ideal scenario to make this real, as the current strategy that PlayStation Studios had was to release exclusive games on PC after being available for more than a year on console. This could also happen with Bloodborne eventually.
