Overwatch players will know that Mercy’s team-wide resurrect was incredibly OP and unfair, and changing it for a single teammate on a cooldown is a fair trade.

OP’s argument does not work in this context. Stagnancy in live service games is akin to death.

When you’ve got a large and growing player base, you want to make sure you’re constantly catering to all the new wants and needs that pop-up, as well as adding things in that players don’t even know they want yet.

So, when you’re constantly adding new content, be it new maps, characters, mechanics, and so forth, you want to make sure the systems already in place don’t get left in the dust. This includes the characters.

In an ideal scenario, every character is good at their role. Rather than a meta team build, players should be able to react to opponents by picking viable counters. This can’t happen if characters are not balanced.
