Dracule Mihawk Wanted To Test Luffy’s Strength In One Piece’s Marineford Arc.
Mihawk in the past had been enemies with Shanks, and as a result, knows him quite well. He even apologized to Shanks before going after Luffy in the Marineford arc. The plausible theory that arises from this is that Mihawk wanted to test Luffy’s, to see whether he was worthy enough of Shank’s trust or not.
Another reason why Mihawk might have wanted to test Luffy’s strength can be to see who was the pirate that managed to win against the most formidable opponents, such as Luci and Moria.

Did Zoro Make Dracule Mihawk Fight Monkey D. Luffy?
Although Roronoa Zoro wasn’t the direct reason for the clash between Mihawk and Luffy, it is possible that Mihawk’s ongoing curiosity about the green-haired Straw Hat, stemming from their previous battle, could have grown interest in Zoro and his friends, including Luffy.
Zoro has already disclosed to everyone, including Mihawk, how he wants to be the greatest swordsman ever, even if it means dying while fighting against Mihawk, who is considered to be the strongest swordsman in the world.
