As the awakened form of Devil Fruit allows the user to control the power of the elements granted by the fruit, this water devil fruit grants the user authority to control the effects of Seawater which is almost 90% of the One Piece world. 

The person who possesses this water devil fruit is none other than Imu and he is the one who made Devil Fruit users powerless in water by controlling its effects. When Imu finally makes a move in One Piece, he will use these powers against his opponent(Luffy) and take control of the final war.
