Imu, also known as Imu-sama sits at the head of the World Government and is believed to be the instigator of everything that is wrong about the One Piece world. As he is the ruler of the world, Imu’s commands are permanent and cannot be challenged, and the Five Elders personally ensure that they are followed no matter what. According to Ivankov, Imu is believed to be from the Nerona family, who were among the First Twenty Founders of the One Piece world 800 years ago.

One Piece Theory States Imu has the Most Dangerous Devil Fruit
It is a well-known fact that although Devil Fruit is one of the greatest powers in the One Piece universe, its users lose the ability to swim because the sea rejects them and their powers. However, according to one theory, Devil Fruit users lose their ability to swim not as a result of their powers, but as a result of another Devil Fruit that can control water.
The theory posted by @Wafer-the-dog on YouTube, states that there is a devil fruit that can manipulate water in its awakened form. As the awakened form of Devil Fruit allows the user to control the power of the elements granted by the fruit, this water devil fruit grants the user authority to control the effects of Seawater which is almost 90% of the One Piece world.
The person who possesses this water devil fruit is none other than Imu and he is the one who made Devil Fruit users powerless in water by controlling its effects. When Imu finally makes a move in One Piece, he will use these powers against his opponent(Luffy) and take control of the final war.
