This aspect is called the Knock Up Stream, and it was first introduced during the Skypiea arc.

If these destructions become frequent and the water level keeps rising, the Knock Up Streams which could have been used as a way to escape the flood, could become the reason behind the flood.

The rising water level will result in more and more Knock Up streams developing, and if they reach the maximum amount, they could easily flood the One Piece world. Therefore, the only way to stop the world from sinking is by stopping the development of Knock Up streams.
