While Perfect Form is the strongest form of Cell, it is still incomparable to the Golden form that Frieza possesses. But imagine if he trained like Frieza. Wouldn’t he reveal that hidden potential, just like Frieza did?

If Cell had trained himself well, then that gap between his Perfect form and Frieza’s Golden form would have been bridged so that he could manifest those natural, intrinsic abilities that made Frieza so great a foe in the universe. He would have become next to invincible, comparable to that of the God of Destruction, Beerus.
Even at his best, Cell had unreal potential. He could have surpassed even the strongest of the Z Fighters, like the Super Saiyan 2 Gohan. In that case, the Cell Games would not be a test of his skill but more of an exhibition of his power.
He would be the strongest being in the universe, surely the most powerful warriors would stay in his shadow. If he had pushed himself to the limit, one can but only fantasize at the things Cell could do.
The Lost Potential Of Cell

It is through unrivaled strength and clever fighting that Gohan, of the Dragon Ball Z universe, ultimately killed Cell. Other than sheer might and other various abilities, it was his pride and miscalculations that caused the demise of Cell.
His design position allowed him to adopt, and then assimilate powers from other androids, so he is a force to be reckoned with in his own right. He can turn into higher and higher forms of himself; his Perfect Form is one that holds astounding potential for growth.
While his true potential is anybody’s guess, realizing the possibilities of his origin from the bloodline of Frieza makes for an entirely different and quite interesting dimension in the Dragon Ball Z series. Had Cell trained like Vegeta or even Frieza himself, the outcome would simply have been spectacular.
This is a hypothetical example of Cell’s potential and all the other mysteries hidden inside his genes. Ultimately, this proves the richness and complexity of Dragon Ball Z, where even the most interesting “what ifs” allow for several interesting discussions and debates.
