The thing most capable of taking him down isn’t exactly a part of One Piece but within the grasp of Oda. Plot armor is what makes Garp such a strong character and relatively that alone can take it away as well. That alone can make him weaker with the way things are going.

At such a pace, it would be impossible to showcase Garp as a weak character when he can sprint through battles with ease. It wouldn’t make sense for him to step back during bigger battles unless the plot makes it so.
