These Dragon Balls have been used for almost everything. They have explained multiple concepts, like the Super Saiyan God transformation or Goku’s return from the dead.

And while they can be used for villainous endeavors, they themselves cannot be negative. It would hurt the entire timeline of the Dragon Ball Z and Dragon Ball Super Universe and indirectly disrupt the narrative of these timelines.
