“The last time Scott Lang went into the quantum realm he was there for 5 years (for him 5 minutes), allowing the MCU to jump from Infinity War to Endgame w no problem. I believe Ant-Man 3 will directly lead into Avengers: Kang Dynasty so for that to happen, the real world has to continue on.” a Reddit user pointed out.

It could mean that Kang has already conquered this timeline while Scott was trapped in the Quantum realm, and then what we saw is actually a conquered earth from Avengers 5: The Kang Dynasty.
