The theory was posted by @SurgeonofDepth on X(Formerly Twitter) and it states that in chapter 1109, Dr. Vegapunk stressed the importance of preparing Video Transponder Snails instead of conventional ones for those who would be viewing his message before disclosing it. This is most likely because the pre-recorded message used a visual aid of some kind to support his discovery.

He also allowed ten minutes for the public to prepare the transponder snails. According to the hypothesis, his true objective may be to expose the five elders himself, using the 10-minute timer to coerce them into gathering at Egghead in one location, and then revealing their true forms to the entire world. 

This would reveal to the world the truth that the World Government is ruled by evil and corrupt entities. Thus exposing the five elders and the World Government to the world which would cause chaos and possibly the destruction of the World Government in One Piece.
