There is a chance that at some point Imu might have deceived Joy Boy and taken his place as the leader of the world.

Thus, when he felt the presence of Joy Boy through his Haki attack, he felt so terrified that he could not even stand still and fell on his knees. Betrayals are a common motif in One Piece, and Imu’s betrayal of Joy Boy would be the perfect explanation for their animosity.
