Pluton is one of the three Ancient Weapons and it is in the form of a battleship. It is said to have the capability to destroy entire islands in a single shot. Being in possession of it is crucial for any side to win, thus making it a most sought-after weapon. But one member of the Straw Hats has the capability to create it from scratch and by the end of One Piece, their talent might be tested.
The Blueprints of Pluton was Entrusted to Shipwrights in One Piece

The Pluton is confirmed to be a huge warship. When Franky and Iceburg saw its blueprints for the first time, they were shocked as they wondered how such a ship could even be built. Even Tom, the best shipwright in the world, called it the most monstrous ship ever made in history. The original Pluton is said to be located deep beneath Mt. Fuji in Wano Country.
The blueprint of Pluton, however, survived and has been passed on among shipwrights for generations. Tom was the last one to preserve it before he entrusted it to Franky. The duty of its preservers was to prevent it from falling into the wrong hands. Secondly, the shipwrights were supposed to build a second Pluton if the first weapon was ever revived. Given Pluton’s strength, it is only natural that the blueprint was supposed to be protected at all costs.
Franky was the last person to have possessed Pluton’s blueprints. However, the World Government found its scent and came after it like bloodhounds. Thus, in the Enies Lobby arc, Franky burnt the blueprints to a crisp, ensuring that a second weapon could never be built.

Franky might have burnt the blueprints of Pluton, but it is unlikely that he hadn’t memorized it already. Franky carried the papers for years and he was also mesmerized by the design and build of the ship. There is no way that he didn’t look over the blueprints till it was engraved in his head. Alternatively, he might have also burnt a copy of it rather than the original.
The ultimate goal of passing down Pluton’s design was to combat the pre-existing ship. According to a fan theory, there is bound to be a point in One Piece when the World Government will acquire the Ancient Weapon and put it to use against the pirates. Thus, the blueprints will finally serve their purpose when Franky decides to build the second Pluton by himself. Given the fact that he is also one of the finest shipwrights alive, Franky is bound to make more modifications to the ship. The result might be even better than the original Pluton.

Another fan theory suggests that Blackbeard might swoop in to steal the Pluton. While Blackbeard is slowly gaining power and becoming more and more evil, he needs something else to establish his strength. An Ancient Weapon is the perfect ingredient to help him stand against the World Government as well as the other pirates. This way, Blackbeard would possess Pluton, the World Government controls Uranus and the Straw Hats would receive the help of Poseidon, which is Shirahoshi.
