One of the most popular anime series, Naruto has seen its fair share of Hokages who have led to the prosperity and the future of Konoha. But there is one Hokage who is considered to be one of the worst Hokages by fans in the history of Naruto verse. He is the Third Hokage of Konoha, Hiruzen Sarutobi. Sarutobi is considered one of the biggest failures in terms of owning their responsibilities and judgment of character. There were many instances during his tenure, that led to massacre, war, and the eventual downfall of the village. The Massacre of Uchiha Clan

The Uchiha were held accountable for the Nine-Tails attack. Someone from the Uchiha Clan might have easily controlled Kurama thanks to their Sharingan powers. The attack was carried out by one of the clan’s members, but the Uchiha had no idea. The clan was made to live apart from the rest of the village. The clan members were closely monitored so that they would never rise against the village again. The Uchiha grew increasingly enraged by their treatment and decided to rebel against the community. As a result, Danzo carried out a plot to murder the entire clan while the third Hokage was unaware of such a large operation.

Third Hokage’s Failure Led to the Death of the Uchiha Clan

Many of these disasters were made possible by a massive systemic failure on the part of one of Konoha’s leaders, with the Third Hokage Hiruzen Sarutobi shockingly behind many of these errors. As his council, the Third Hokage appointed three people: Homura Mitokado, Danzo Shimura, and Koharu Utatane. They were all skilled strategists and politicians, but it became evident throughout Naruto that their lack of compassion made them bad leaders who were easily seduced. Danzo assisted in the massacre of the Uchiha Clan, and both Homura and Koharu supported this choice, rejecting Sarutobi’s pleas for peace.

By appointing Danzo to the Council, he granted him enormous power, allowing him to commit crimes without consequence. Sarutobi’s ignorance in understanding Danzo’s intentions and his carelessness during the Uchiha Clan massacre was never held accountable and although he regretted the incident himself, he could have done a better job as the Third Hokage of Konoha.
