The timing of the disappearance of Captain America and Hydra seems too suspicious, as if Hydra wanted the world to believe that it had completely disappeared. Furthermore, why did it take SHIELD almost 60 years to search and find Captain America and the Tesseract?

And just as Captain America made an appearance events like the alien invasion happened, which also leads to the question of Hydra’s possible involvement in Loki stealing the tesseract. Since SHIELD had the world’s top technology, all things and events could have been well coordinated and managed, away from the watchful eyes of the Avengers and the world.

All these events further give impetus to the theory that Hydra could have brought Steve Rogers back as a symbol of hope and kept the world engaged while they carried out their dirty work under SHIELD. However, it is important to note that these theories are just theories within the larger framework of the fictional world of Marvel.
