Monkey D. Garp, the father of Monkey D. Dragon and the grandfather of Luffy, is currently one of the strongest Marine Admirals. However, his road to the position was anything but smooth, especially since he could never tolerate an unfair justice system. Given how he strictly raised Ace and Luffy, it is evident that he also regulates himself.

As far as we know about Garp, he was born in the Goa Kingdom and lived a life of poverty, but he was exceptionally strong. Thus, he joined the Marines and had Dragon around the age of 23. After joining the Marines, Garp seems to have quickly climbed the ranks.

Garp received the title of the Hero of the Marines because he defeated the Rocks pirates in a joint effort with Gol D. Roger. Rocks D. Xebec is a notorious pirate who was incredibly hard to defeat. Yet, Garp never talks about the battle, probably because he is ashamed of it. Why? Because he had a rivalry with Roger.

Garp had several stand-downs against Roger and they were nothing short of enemies, yet Garp had to take Roger’s help in order to bring down Xebec. Other than colluding with an enemy, Garp also had to obey the orders of the Celestial Dragons. He had to protect the interests of the same scumbags who he hated. In fact, Garp fought at God Valley to protect the slaves of the Celestial Dragons as well.

A fan theory points out how much humiliation Garp had to face from himself. He must have hated himself for not being able to free the slaves or pull a haki-infused punch toward the Celestial Dragons. Garp grew up in poverty and knew the struggles of a common man. Thus, he can relate to the slaves of the Celestial Dragons and knows it is not morally right. Yet, he has to swallow his pride and morals to serve the corrupt World Government heads.
