These are great stratagems when trying to bring down an outpost and can decimate large waves of enemies if used correctly. But there’s the issue of swarms and patrols.

That’s where the Eagle stratagems fly in. The OP states these Helldivers 2 stratagems should have little to no cooldown but offer low damage capabilities. As such, they can offer a degree of freedom in terms of when and where to be used but only deal with a single wave at a time.
