For this to happen are required incursions, which could be caused by Ms. Marvel’s bands, and perhaps by the Ten Rings as well, since both of these are suspected to be from the Quantum Realm because of the superpowers they grant their wearers.

Moreover, as mentioned before, if both of these are indeed from the Quantum Realm that can open the portals to different universes, then the people suspected of creating them are those who are affiliated with the realm in the first place. These include Scott Lang, Cassie Lang, Hope van Dyne, Janet van Dyne, Hank Pym, and your very own beloved Kang.

Since all the others are literally the least likely to have created such an object that could be powerful enough to even cause incursions, the major suspect here rests on the primary antagonist of Ant-Man and the Wasp: Quantumania. Thus, there rests a very high chance that it was indeed the Conqueror who created the Ten Rings in the first place.

Then there’s the fact that the King of Kings currently resides in the Quantum Realm. So if he has indeed made the Ten Rings just as he is suspected to have made Ms. Marvel’s bands, then the very artifact that Shang-Chi possesses could possibly activate the inner beacon, allowing the Conqueror to escape from the Quantum Realm and enter into Earth-616.
