In his prime, he could have easily defeated Gol D. Roger. People might disagree with it since Gol D. Roger was also pretty strong and blocked Whitebeard’s attack. But it was not the true extent of his abilities. His Gura Gura no Mi can cause quakes, which lead to landslides and tsunamis. In the manga, the Devil Fruit bubble hardly covered his entire arm, yet it was strong enough to change the geography of the Marineford.

Suffering from old age and cancer, Newgate’s Devil Fruit powers were strong enough to send shockwaves to the Sabaody Archipelago. So, it goes without saying that in his prime it could have changed Sabaody’s geography too. Moreover, logia-type Devil Fruit users can create larger attacks. Portgas D. Ace’s Entei against Blackbeard was the size of a small hut, and Big Mom increased Prometheus’ size to a small hill.

So, if Whitebeard ever used the Gura Gura no Mi bubble of that size, it could destroy the entire planet. But he never went to that extent since he loved his crewmates dearly. He did not want to hurt them and refrained from using it. Apart from that, Roger and he shared a friendly rival nature, so he never went full power against him. The Gura Gura no Mi would cause incredible damage if Whitebeard coats it with his Conqueror’s Haki.
