The Legendary Super Saiyan form is considered extremely rare in Dragon Ball. In fact, only one Legendary Super Saiyan comes along every thousand years. So far, only Broly and Kale, from Universe 7 and 6, respectively, have unlocked this state.
Legendary Super Saiyans are rare for multiple reasons, the most important being genetics. Saiyans are generally not born with such tremendous power unless they are selectively bred for it or simply blessed like Broly.
Another reason why it’s so rare is due to its uncontrollable nature. It is difficult to control oneself once the transformation is activated. Losing control means the birth of a rage consumed and dangerous Saiyan who can hurt anyone.

The transformation process itself consumes a lot of power. Not only does it require genetics, it also needs specific conditions to be met to trigger the form. Due to the combination of so many requirements, it is quite rare to see Legendary Super Saiyans. On the other hand, it is a good thing since more Legendary Super Saiyans would mean more people who need to regain control over their powers.
Not everyone is good-natured like Broly and Kale, so an evil Saiyan would cause major damage in this state.
Can Vegeta Defeat a Legendary Super Saiyan?

While Vegeta had phenomenally low chances of defeating Kale and Broly back when they were introduced, things have changed now. When the Legendary Super Saiyan characters were introduced, Vegeta was not powerful enough to have beaten them in a one on one match.
However, he has now achieved Ultra Ego, a transformation as strong as Goku’s Ultra Instinct, if not more. Vegeta could achieve this state only due to his training as a God of Destruction. It is activated when Vegeta is in a mindset similar to a Destroyer’s.
It is Vegeta’s strongest form, which could probably compete against Broly and Kale’s Legendary Super Saiyan. The biggest advantage of this state is that the user’s power grows as their fighting spirit increases, and it has no upper limit.
